Casneve “Khass” Oupelle is the Executive Director at the NW 79 Street and NW 7th Ave Corridor Community Redevelopment Agency (NMCRA), where he leads strategic planning and implements transformative initiatives for community revitalization.

Khass holds a Master of Public Administration and a Bachelor of Science in Business Management. He is a Certified Redevelopment Professional through the Florida Redevelopment Association, holds a P3 Certification from the Association for the Improvement of American Infrastructure, and is currently pursuing an Economic Development Certification through the University of Oklahoma.

Khass is deeply passionate about ethical leadership, innovation, and creating positive, lasting community impact. Beyond his professional role, he actively volunteers with nonprofit organizations, providing operational support for initiatives that assist immigrants transitioning into the United States. He also contributes to community-driven programs focused on education and youth empowerment.

Khass believes in the importance of giving back and regularly commits his time and resources to uplift underserved communities both locally and abroad.
