


Narinah Jean-Baptiste
Narinah P. Jean-Baptiste is a dedicated attorney with a strong commitment to public service, sustainable development, and community empowerment. She currently serves in the Land Use & Governmental Operations Section of the Miami-Dade County Attorney’s Office, where she manages a broad portfolio of legal matters related to comprehensive planning, zoning, and governmental operations.
Prior to joining Miami-Dade County in 2024, Narinah was an associate at Weiss Serota Helfman Cole & Bierman, where she advised municipalities across Florida on complex issues such as land use and planning, short-term rentals, affordable housing, transportation, procurement, and public contracts. Her work included drafting and negotiating real property agreements, secured lending documents, and development contracts, as well as providing counsel to municipal boards and commissions—including Planning and Zoning Boards, Historic Preservation Boards, and Code Enforcement Boards.
Her legal background spans a wide range of experience, including property and loan due diligence, constitutional and administrative law, public records compliance, and Sunshine Law adherence. Narinah has helped governments establish and amend comprehensive plans and land development regulations, and has reviewed and approved site plans, planned unit developments, and building permit applications.
Narinah earned her Juris Doctor from the University of Florida Levin College of Law, where she was honored as the Class of 2021 Commencement Speaker and recognized for extraordinary service to the legal community. She holds a Bachelor of Arts in English from Florida State University, where she competed as a student-athlete on the NCAA Division I track and field and cross-country teams—an experience that shaped her discipline, resilience, and leadership.
Her commitment to public interest law began early through advocacy with the Southern Center for Human Rights in Atlanta and a judicial internship with the Honorable Beth Bloom of the U.S. District Court for the Southern District of Florida.
A proud first-generation Haitian-American fluent in Haitian Creole, Narinah is deeply involved in civic life. She has served as Secretary and Gala Co-Chair of the Haitian Lawyers Association and held leadership positions with the Florida League of Cities’ Land Use and Economic Development Policy Committee, the Broward Public Library Foundation Young Professionals Board, the Museum of Contemporary Art in North Miami, ProDev Haiti, and Sant La Haitian Neighborhood Center.
She is a frequent speaker on issues related to planning, development, and transportation, and was recognized in Best Lawyers in America® – Ones to Watch: Municipal Law for both 2024 and 2025.
